Pedestrian and Applied Biomechanics Division, East Liberty, Ohio.

DUTIES: Incumbent participates in research projects leading to improved safety
of motor vehicles. Assists senior engineers in initiating, conducting and man
aging research, development, test and evaluation projects which advance the un
derstanding of injury mechanics and mitigation concepts for pedestrians, cycli
sts and motor vehicle occupants. Participates in the development and design o
f improved materials to improve the biofidelity, repeatability, durability and
sensitivity of anthropomorphic test devices and components. Provides analyse
s and consultation relative to anthropomorphic test devices and equipment rela
ted to crash injury reduction technologies. Participates in defining required
data obtained through laboratory testing of human surrogates. Assists in the d
evelopment of new or unique instrumentation systems and installation technique
s. Develops and applies basic numerical and statistical analysistechniques; m
akes judgments based upon experimental results and provides interpretation. An
alyzes results of computer simulations, laboratory experiments and field data
collections. Prepares research conclusions and recommends improved techniques
to gather data. Provides documentation of work in formal reports and technica
l publications.

OPM QUALIFICATION REQUIREMENTS: In accordance with the US Office of Personnel
Management's
Qualifications Standards Operating Manual, which is available for review in mo
st Federal human resource offices, or on ww.opm.gov/qualifications/ applicants
must have completed a full four year professional engineering curriculum lead
ing to a bachelor's or higher degree. In addition, one year of professional en
gineering experience is required which is in or related to the work which has
equipped the applicant with the knowledge, skills and ability to perform in th
e position. The one year of required experience must have een at level of diff
iculty comparable to the next lower grade level in the Federal Service. Qualif
ying experience is demonstrated by having performed assignments comparable to
those described above under Duties.

SPECIAL COMPETENCIES (KSA'S): In addition to the OPM Qualification Requirement
s described above, your application MUST indicate in detail your experience/q
ualifications which meet the following knowledge, skills and abilities (KSA's)
listed below:

Factor I Knowledge of scientific theory, principles and practice as demonst
rated in the use of mathematics, engineering mechanics, echanical or aerospace
engineering, computer modeling and simulation.

Factor II Demonstrated knowledge and interest in life sciences.

Factor III Demonstrated ability to prepare written documentation and develop
and deliver presentations on research, development and evaluation efforts.

METHOD OF EVALUATION: Candidates will be screened to determine if they possess
the OPM Qualification Requirements, outlined above. Those candidates who meet
the qualification requirements will then be evaluated according to the degree
to which they possess the Special Competencies, also described above. Perform
ance appraisals, training and awards will be considered to the extent that the

y demonstrate possession of the knowledge, skills and abilities directly relat
ed to the position.

NONSTATUS CANDIDATES: All NONSTATUS candidates who meet minimum requirements w
ill be referred to the U.S. Office of Personnel Management (OPM) for ranking a
nd referral.

OTHER REQUIREMENTS/CONDITIONS:

- The KSA statements are mandatory. Candidates who fail to submit KSA
