    LOCATION: Associate Administrator for Research & Development, Vehicle Researc
    h and Test Center, Pedestrian and Applied Biomechanics Division, East Liberty,
    Ohio.

    AREA OF CONSIDERATION: All Sources. Certain veterans and people with disabilit

    DUTIES: Conducts multiple research, development, test, and evaluation projects
    which advance the understanding of injury mechanics and mitigation concepts f
    or pedestrians, cyclists and motor vehicle occupants in vehicle crashes. Prov
    ides analyses and consultation relative to anthropomorphic test devices, compo
    nent related equipment, and issues related to crash injury reduction technolog
    ies. Develops test protocols to improve the basis for motor vehicle injury cri
    teria. Coordinates and provides technical management to pedestrian and cyclist
    crash survival and biomechanics research. Participates in the development of
    new and unique instrumentation systems, installation techniques, test fixture
    s, and devices. Develops and applies sophisticated numerical and statistical a
    nalysis techniques. Makes scientific judgments based upon experimental results
    and provides expert interpretation necessary to guide research testing progra
    ms. Analyzes the results of computer simulations, laboratory experiments and f
    ield data collections. Prepares research conclusions and recommends improved t
    echniques to gather data. Documents findings in reports and other technical pu
    blications. Provides technical support for other groups in NHTSA, as required.


    OPM QUALIFICATION REQUIREMENTS: In accordance with the US Office of Personnel
    Management's Qualifications Standards Operating Manual, which is available for
    review in most Federal human resource offices, or on www.opm.gov/qualificatio
    ns/ applicants must have completed a full four year professional engineering c
    urriculum leading to a bachelor's or higher degree. In addition, one year of p
    rofessional engineering experience is required which is in or related to the w
    ork which has equipped the applicant with the knowledge, skills and ability to
    perform in the position. The one year of required experience must have been a
    t level of difficulty comparable to the next lower grade level in the Federal
    Service. Qualifying experience is demonstrated by having performed assignments
    comparable to those described above under Duties.

    SPECIAL COMPETENCIES: In addition to the OPM Qualification Requirements descri
    bed above, your application MUST indicate in detail your experience/qualifica
    tions which meet the following knowledge, skills and abilities (KSA's) listed
    below:


    Factor I Demonstrated knowledge of scientific theory and practice as demons
    trated in mathematics, engineering mechanics, mechanical engineering, structur
    es, machine design, computer technology, computer modeling and simulation and/
    or experience or training in biomechanics or crashworthiness studies.

    Factor II Demonstrated skill in designing, planning, coordinating and cond
    ucting biomechanics research and development testing.

    Factor III Ability to prepare written documentation and prepare and delive
    r presentations on research, development and evaluation efforts.

    METHOD OF EVALUATION: Candidates will be screened to determine if they possess
    the OPM Qualification Requirements, outlined above. Those candidates who meet
    the qualification requirements will then be evaluated according to the degree
    to which they possess the Special Competencies, also described above. Perform
    ance appraisals, training and awards will be considered to the extent that the
    y demonstrate possession of the knowledge, skills and abilities directly relat
    ed to the position.

    NONSTATUS CANDIDATES: All NONSTATUS candidates who meet minimum requirements w
    ill be referred to the U.S. Office of Personnel Management (OPM) for ranking a
    nd referral.

    range of a three level or four level crediting plan for all KSA factor(s).

    ility criteria:
