AREA OF CONSIDERATION: ALL SOURCES. (Certain veterans and people with disabil

DUTIES: The incumbent performs research projects dealing with the generation,
development, and application of biomechanical data which define human impact
tolerances, human crash kinematics, and anthropomorphic dummy development. Det
ermines the boundaries, phases, and scientific components of designated resear
ch projects. Determines the project phasing and cooperating organizations such
as universities, institutes, or research contractors. Justifies proposed rese
arch studies. Develops scientific contract objectives and tasks from general r
esearch goals. Writes work statements and prepares drawings, tables, graphs, s
pecifications and supporting documents for competitive procurement. Serves as
evaluation board chairman and member in the evaluation of technical proposals.
Critically reviews and evaluates progress and final reports. Originates and m
anages complex research projects within the Center which are accomplished by i
n house-efforts. Participates in the maintenance and improvements of the Biome
chanics Data Base System. Prepares documents delineating the benefits derived
from projects involving human surrogates and obtains approval from the Human
Use Review Panel.
