BACKGROUND:

Vietnam is an economically and socially dynamic country, and interest in biomedical engineering activities has grown considerably in recent years. The traditions, environment, and conditions within the country offer unique opportunities for international community, and the Vietnamese government and university policymakers are aware of the importance of this field for the development of the country. This conference constitutes an international platform to exchange experiences, support and collaborations in research, education and entrepreneurship to address the urgent needs of Vietnam.

We are inviting you to be part of this conference, which is a great opportunity to exchange related works and to further the development of biomedical engineering in Vietnam. You can present a talk and/or initiate a special interest section. We solicit all interdisciplinary works, which links life and health sciences to engineering and basic sciences, and covers from molecular to upper levels and from methodology to instrumentation. The official language is English.

HISTORY

- In January 2004, under the sponsorship of the U.S. National Science Foundation, a U.S. delegation that consisted of Biomedical Engineering professors from different universities in the United States, visited several universities and research institutions in Vietnam to assess the development of this field. The delegation proposed a five year plan and enthusiastically recommended the U.S. and international scientific communities to actively develop collaborations with Vietnam (for more information: http://www.cs.tufts.edu/~vanvo/VN/Development%20BMEVN.htm)

- In this framework, in July 2005, the First International Conference on the Development of Biomedical Engineering in Vietnam was held in Hochiminh city, emphasizing on developing research, education and entrepreneurship in Vietnam. From that conference a Consortium of Vietnam-International Universities was created. It will advise and assist the Vietnamese universities in the development of Biomedical Engineering. It will also be a magnet to attract Vietnamese descendants from abroad. In addition, a Vietnamese Association of Biomedical Engineering was created. It constitutes a task force for the development of Biomedical Engineering in Vietnam (for information: http://www.cs.tufts.edu/~vanvo/VN/BME).

PURPOSES

-To give Vietnamese educators, students, researchers, administrators and policy makers the opportunity to learn about the related works and models in the U.S. and elsewhere, and to present their accomplishments.

-To give international scholars the opportunity to learn of Biomedical Engineering activities in Vietnam for future collaborations; and to give US professional institutions (IEEE, AIMBE, etc.) opportunity to explore the possibility to establish BME chapters in Vietnam.
-To develop the relationship between international and local industry, and to motivate further development of BME in Vietnam.

TOPICS

This conference intends to highlight the latest progress in research, education and entrepreneurship in biomedical engineering. The topics to be covered include but are not limited to:

-Scientific research: Medical Imaging, Regenerative Medicine, Medical Instrumentations, Biotechnology, Biomechanics, Bioinformatics, Biometrics, Tissue Engineering, Healthcare Information Technology, Biomedical Ethics, Rehabilitation Engineering, Surgical Technology, Complementary and Alternative Medicine, Molecular and Cellular Biology in Medicine, Medical Genetics and Immunology.

-Education models: Undergraduate and Graduate Curriculum Development (Infrastructure, Difficulties Encountered, Advantages and Disadvantages, Costs of Developments), Relationship University-Hospital-Industry, ABET

-Entrepreneurship: Legal Regulations (FDA); Technology Transfer/Intellectual Property: (EIR,MTA, CDA, CTA, CRADA, Patent, License), Government Research Funding institutions (NSF, NIH including SBIR and STIR), Private Research Funding institutions, Venture capitalism, Professional Societies: IEEE, ASME, AIMBE.
